Radios are not included in any downloaded version of CM.  You do not need to reflash radios after you have flashed them once.

It appears to have been fixed in the latest nightly. I'm on 3.13 and it sleeps fine

No, you do not lose nandroid data even if you wipe data.  Things that have also been saved for me include titanium backup files, photos, ringtones.  However, that said, if you wipe your SD card completely and not just "wipe/format data in Clockworkrecovery" you are on your own.... :)

You can just install over the nightly.  I personally wipe every so often especially when I go to a build I think I will be using for a while just so I have a clean start.
