That particular settings menu doesn't exist anymore. They instead broke it up into a few menus such as launcher, system, themes ,advanced, performance, etc.

Looking at the change log for the next nightly we may have some Nav Bar mods coming. That would be cool.  Looks like a bunch of stuff. Cyanogen is working hard that's for sure.

Well. Flashed CM10 latest nightly and official Gapps. I am pleasantly surprised.  This is running very smooth and so far only one option doesn't work with the included kernel, the vibration settings under advanced settings, but that's to be expected with it being a nightly. If I find any work arounds for issues I will make sure to post back.
