Phone Is Only Charging When Switched Off

After the latest update, the behavior of my phone when plugged to the charger has become somewhat unpredictable:
  • When switched ON: If I'm lucky it charges, but most of the times it doesn't.
  • When switched OFF: It is charging alright, BUT: the battery logo keeps flashing up every few seconds. Also, in this state, the phone doesn't react to the power button while being connected to the charger, i.e., I need to unplug the phone to switch it back on...
Since the phone does charge reliably when being switched off, I'm guessing that this is some kind of software issue.

UPDATE:
- To be more precise, the only time that the phone charges when being switched ON is after the very first charge after being switched on. Subsequent times it doesn't charge at all.

- Also, the phone charges much slower than it used to (when being switched off).

Same issue here, I hadn't discovered the pattern. I will check if it behaves just like yours.

Has anyone faced this issue and tested a newer nightly? to know if its been fixed already.

Same here. This started as of 11 M8 for my Samsung Nexus (Maguro) device). I couldn't find an existing bug report for this issue.

I guess im having the same issue :/, I will test the rom tomorrow, if not I will try back to M7 or to stock rom.

Me too. I was running CM11 Feb build and I didn't notice this. Upgraded last week-end to M9 (Aug) and this started happening. Very annoying. Good job narrowing down the specifics.  Post back if you get an answer.
