I remember, my stock ROM came with support of a function I don't remember it's name right now, but it made my phone speaking the caller ID on incoming calls and the sender ID on incoming messages. Does CM9 support this too?

I've made a quick search in CM9's system properties, and I did not find such a thing. It might be something your carrier has implemented in its stock ROM and that is not in CM.
I don't use that kind of functionnality, but you can search Play Store for "talking caller id" or "voice caller id". You may get some results for apps that do text-to-speech caller ID.
