You may have the wrong gapp file. What version of rom are you on?

I just emailed the guy who put it on for me. If it was installed correctly should it have the shopping bag icon or do you have to go to the google play web site?

Google play icon should be on your device - if not you do not have gapps installed or not latest gapps

Download the gapps from the link above on your device - reboot into recover and install zip from sd card - browse to the file and select it - let it install then choose reboot

once back in CM you should see an icon for the market place - sign in (or allow access to your account) if you need to and it should work

You need to boot into recovery, but since I don't own a Touchpad, I am not sure the proper way to do this. But once you do actually get gapps installed, the icon will be labeled Play Store (if your app drawer is alphabetized).

Hmmm? is it possible he installed android without installing MoBoot first?
The way to enter recovery mode on the TP is through the MoBoot Startup screen first!

Or is there another way?
