Hi everybody,
I just wanted to know why CM9 doesn't implements a notification system like stock rom.
When i receive a SMS for example screen doesn't wake up and in my lock screen there is not any kind of signal about the new SMS.
Is that normal ?

You can have the screen wake up with a 3rd-party messaging program like Handcent, but having a screen wake up whenever you get notifications could also be bad for all those people putting their phones in their pockets. I have done quite a few things to my phone from having it unlocked in my pocket. This may just be one of those personal things that one person prefers one way while another person prefers it a different way.
As for notifications showing up on your lockscreen, it is being worked on by the OpenDesign team. Once it gets finished, they will submit it to the CM codebase for approval to be included in CM. http://opendesign.bb...cat=1&feature=3
The features you mention are a part of TouchWiz, not AOSP. TouchWiz is closed source and proprietary, so anything that CM wants to include from there, they have to code it manually.
