Hi Ernstshn,
I have checked my CM7.1 build and the azerty keyboard is certainly there, there are 3 types of French keyboard:
French
French (Canada)
French (Suisse)
They are many different languages that are supported on the stock keyboard, but if you are unhappy there are various 3rd party keyboards on the Android Market (and other places) that should satisfy your needs.
Hope I helped!

The Netherlands keyboard used Qwerty and appears to have little difference to my British keyboard layout. If you want Azerty you will have to stick with the French keyboard layout, then again my stereotyping of Belgians is that they are French speaking like Poirot. Maybe I am just ignorant.
I hope I answered you question!
