Samsung Nexus SC-04D will not enter fastboot mode

My new Samsung Nexus SC-04D dual core 1.5Ghz (Japanese Docomo) Android 4.0 will not enter fastboot mode while pressing volume up and the power buttons together at start up. I can however enter into boot mode by holding volume up, down, and power. That doesn't help me while trying to root my phone though because adb needs a fastboot. Everything on my phone works and in cmd prompt when I type

C:\android-sdk\platform-tools

adb devices

I do get the serial number saying it recognizes the phone. So I have just this on small (giant) hurtle. Small because everything else is set and ready, Giant because I can't get any farther without my fastboot option accessible on my phone. Any help would be great!
