I have the same issue. When I access the android market site and log in, I can find Rom Manager Free but when I try to install to my phone (Hero CDMA, Android 2.1 rooted, same as original poster), it shows that the ROM Manager Free is not compatible with my version of Android.
I did find the file_image file as well as the CM wiki for it, but every time I go to attempt to flast either the CWM or the Amon_Ra recovery, I get "flash_image: not found" as the error in the cmd window.

I had similar issues since I didn't do a custom ROM on my Hero until cm7.1. ROM Manager wouldn't work for various reasons. I eventually got everything working using the more manual methods using the Android SDK on my laptop. I got that same error about flash_image being missing but there is a copy of that script in the SDK. You can do "adb push flash_image" to get it on the phone. That's not the exact syntax of the command but I don't have my computer handy right now. If that doesn't help I can look up exactly what I did over the weekend.
