Gmail - Sync Issue

Although my Sync is ON, whenever I get a new Gmail, I'm not getting a notification.

I have to go to Gmail and do a refresh every time.

Yes, the notification settings are set properly in the Gmail app.

Is the gmail app located on the internal/phone memory?

And just to verify (because this has happened enough to warrant this), under Settings -> Accounts and Sync -> "your google account" -> Sync Gmail is checked, correct? This isn't checked by default when you add an account to the phone.
