I don't know about anyone else, but my GPS still isn't working with 7.1 on my vibrant... so it looks like I'll probably be going back to MIUI for now. Which sucks because I really like cm7 better, but can't do with no GPS.

I don't know about 911 or the data partition, but my GPS is working really well.
Inside my dorm room, it locked in about 3-4 seconds with 20m accuracy.

GPS did not work for me out-of-the-box at all.
This post on xda-developers helped me get it working:

Basically, it provides the gpsd from stock KVB5 (it may have been in other roms too), along with a gps.conf and a script to download a "long term observation" file. I followed these instructions last night, and GPS now works. It hasn't even been a whole day so I can't say whether it works fabulously, or just as lousily as KVB5 worked (which couldn't hold a candle to the GPS in my old N82). I did start up google maps this morning on my way to work (after I got fair distance from my house), and it got a lock pretty quickly, and let it give me voice-guided navigation to work and it held the lock accurately the whole time. So there is one data point.
Seems that the compass functionality was left out also. It can be restored by placing the geomagneticd and orientationd binaries in the /system/vendor/bin/ directory from the CM7 RC1 zip file. There was a post on xda-developers for that too, but I can't find it right now.
Actually, I just noticed that the pinned topic in this forum announcing the stable release of CM 7.1 has been retitled to
CyanogenMod 7 for the Samsung Vibrant :: V7.1.0.1 (10 Oct 2011)
Notice it says 7.1.0.1
The main download link pointing to the cyanogenmod downloads doesn't work, but the mirror link does. I just downloaded it (not installed) and it does indeed contain the geomagneticd and orientationd binaries.
I don't see a description of the changes with respect to 7.1 though.
