I got a phone call from a T-Mobile engineer this morning. He monitored the cell site while i called 911. The Call Management Service field of the DAT (I think it is the DAT) is set to 0001 (normal call) and needs to be set to 0010 (emergency call)
By the way, this is why I love T-Mobile. I was treated like an intelligent person.
